In pursuance of the decisions taken in the meeting held in 2008 under the Chairmanship of the Prime Minister of Pakistan, National Reconstruction Bureau, Islamabad in consultation with CJSTI has done a lot of work to bring latest “Prison Reforms (Judicial, Food & Health and Infrastructure)” and prepared recommendations to improve the conditions in jails .A draft of recommendations was prepared by this Academy after consulting the Provincial Inspectorates of Prisons, examining several reports available on the subject and collected relevant data on various aspects as advised by the Chairman, National Reconstruction Bureau. Upgraded Central Jail Staff Training Institute as National Academy for Prison Administration (NAPA) in February 2010 on the unanimous recommendations made by Provincial Home Departments, Inspectorates of Prisons, Ministry of Law, Ministry of Social Welfare and Ministry of Interior through National Reconstruction Bureau, P.M. Secretariat, Islamabad.

Upgraded the post of Principal BS-19 and re-designated as Director General (BS-20). The post of Vice Principal (BS-18) was upgraded and re-designated as Director (BS-19) and the post of  Lecturer (BS-17) was upgraded as Deputy Director (BS-18).Prison staff also has been upgraded on the recommendations prepared by NAPA and submitted to National Reconstruction Bureau, P.M. Secretariat, Islamabad in November 2009.Conducted lot of researches, surveys for understanding the emotional problems of the prisoners. Successfully introduced psychological growth groups for enhancing better attitude of prison staff. Trained 1500 persons during the last three years. Organized specialized course for Lady Prison Officers and Officers from Balochistan Prisons. NAPA has developed its infrastructure in the recent past and hostel, Museum, Lecture Halls, Committee Room are established with the collaboration of Ministry of Interior and donor agencies.

Due to strong and striving efforts of Faculty of NAPA training has now become mandatory in the Four Provinces. Consultancy and guidance provided to Punjab, Sindh and KPK, Judicial Academy, SPARC, UNICEF, Bahauddin Zikriya University and University of Balochistan for formulation of syllabi. A lot of booklets got published for dissemination among the participants of the courses on juvenile issues as IEC material.Organized Training Workshops / Seminars for the Officers / officials of Criminal Justice Organs on the care and custody and best practices of handling of the juveniles inside the prisons. Attended Senate Admitted Motions/National Assembly Questions and submitted updated briefs to improve the condition of jails in the country.

Tabulated data on “Prisons / Prisoners” and “Persons released on Probation & Parole” from four Provinces of the country, Azad Kashmir & Northern Areas for academic pursuits. Extended consultancy services / facilitation as resource person to the Higher Education Commission, Punjab University, Education University and Law Colleges. facilitation was also extended by Principal as external examiner for the LLM Students.NAPA compiled a Training Manual, contents of which were based on modern teaching strategies, which is being used both private and public sector as a uniform training module.Introduced Drug Rehabilitation Project in four Central Prisons of the country for the first time in collaboration with United Nations Office on Drug & Crime (UNODC).
